The Former President's Progressive Warning Overlooks Europe's True Threat: Economic Stagnation.

The recent US national security strategy presents a flawed view of Europe. It claims that open-border policies and so-called "progressive" policies represent an existential threat to the continent's identity. Yet, this argument rests on a serious misreading of the situation. The actual danger facing Europe is not societal but technological and economic lag.

A Glaring Economic Gap Separating the US and Europe

Statistics reveal a stark picture. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry thirteen and a half percent increase for the EU. During this period, EU GDP per capita dropped from over three-quarters to just half of the US level. Remarkably, even Mississippi now has a higher per capita income than several leading European economies like France and Italy.

Today, about 50% of the world’s 50 largest technology firms are American, while only four are from Europe.

The Technological Deficit: A Critical Question

This widening disparity is driven by stronger productivity growth in the United States, fueled by technological innovation and better use of resources. The landscape of world technology dominance is overwhelmingly American. In the last fifty years, hundreds of American startups have scaled into companies valued at over $10bn, compared with just 14 in the European continent.

This gap prompts a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does the EU stand? Experts widely agree it is essentially a two-horse race between the United States and China, with Europe entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

Several key reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for funding startups. Europe has yet to establish a true unified investment market, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A US startup can launch a product under a single set of laws to access a market of hundreds of millions. The EU, despite a larger population size, is divided among twenty-seven separate regimes, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was once met with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find reasons for optimism. Policymakers are growing more conscious of the existential challenge and have begun to advance substantial change. Key reports on EU competitiveness and the single market point to the necessity of major reforms.

With the right policies and rule changes, these assets could support much higher degrees of business-led breakthroughs.

Europe retains significant strengths: skilled workforce, excellent education systems, and world-class research institutions. Coupled with a large internal market and high savings rates, these elements could unleash a surge of venture creation.

Importantly, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically boost productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now faces a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, the continent's slide in innovation has been steady. However, if it fails to take bold steps to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of world influence.
